For many long-settled families in Plemetin, the land beneath their homes remains legally unrecognized. This report examines the documentation, inheritance and cadastral barriers behind that insecurity, based on interviews with affected residents in the Municipality of Obiliq.

Old contracts and oral agreements often have not been converted into formal property records.

Unresolved inheritance

Land remains registered in the names of deceased relatives, sometimes across generations.

Outdated records, unclear boundaries and missing coordinates complicate registration.
